Revised Naia Consortium proposal up for review by Neda Board’s ICC

THE National Economic and Development Authority (Neda) Investment Coordination Committee (ICC) will tackle the unsolicited proposal of the Naia Consortium, which was revised to reflect the changes that Transportation Secretary Arthur P. Tugade ordered through a policy declaration.
Socioeconomic Planning Secretary Ernesto Pernia said the Naia Consortium—a group of seven of the largest conglomerates in the Philippines—has successfully submitted a “complete” proposal that was endorsed by the transport agency.
“[It will be taken up] in the next ICC meeting in September,” he told reporters on the sidelines of a forum staged by the Economic Journalists Association of the Philippines on Tuesday.
To recall, Naia Consortium had to resubmit its proposal for the P102-billion redevelopment of the Ninoy Aquino International Airport (Naia) because Tugade ordered all proponents of airport development unsolicited proposals to pattern their offers after the operations and maintenance deal for the Clark International Airport.
The group is composed of Aboitiz InfraCapital Inc., AC Infrastructure Holdings Corp., Alliance Global Group Inc., Asia’s Emerging Dragon Corp., Filinvest Development Corp., JG Summit Holdings Inc. and Metro Pacific Investments Corp.
It promised to increase the capacity of the Naia to 47 million during its first year of operations and to 65 million by its second year, more than double its rated capacity.
